JOB PURPOSE
• Evaluates and creates an effective balance on service levels and logistics cost – ensuring margin and desired service levels are maintained.
• Responsible for the Logistics and monitoring of related shipments from SABIC FUJIAN to the respective transshipment Hub and warehouses, as well as monitoring its associated customs declarations by the contracted third-party logistics provider if required for export.
• Responsible for the collaboration with Internal party to effectively resolve logistics issues and optimize logistics costs at agreed service levels.
• Responsible for designing, maintaining, and improving internal KPI reporting and supporting Supply Chain department with internal and external data for quality service management and supplier evaluation.
• Responsible and accountable for subject region Logistics Services as well as all its related procured services utilization (e.g., Road/Rail/Air Transportation/Ocean, 3PL /LLP Management, Surveyors, Documentation, Custom Brokerage, etc.) to ensure comply with organization values and business goals
• Ensure optimum Supply Chain capability and its services to transportation to and from regional plants, warehouses, shipping, delivery, high sea, and other related aspects.
• Ensure accurate physical inventory and SC reporting to meet SBU’s performance & financial goals, as well as oversees its EHSS, sustainability and Compliances.
• Customs compliance operation including bonded, non-bonded operation of trading business and JV plants, and support internal/external audit.
• Monitoring the overall invoice submission & cost booking per agreed process for timely cost reporting
• Ensure 100% compliance with Customs, GST, TAX regulatory and EHSS compliances related to function and Business.
• Ensures compliance with Local and International laws and regulations.
• Execute the recommendations from GC SC leadership for meeting delivery strategy to reduce overall logistics costs, ensure logistics operations are at optimum efficiency and stay within budgetary constraints.
• Assist to develop accurate transport capacity forecasts on a monthly basis to support the creation of feasible and reliable Marine / Land transportation plans.
• Able to maintain good connectivity with government entities such as Customs and other stakeholders and capable of resolving the customs issues/query within defined timeframe.
• Ensures compliance with Local and International laws and regulations.
• Identify opportunities and Responsible for driving optimization to Inbound- RM with the aim to support on-time delivery with correctness in Quantity, Quality at economical cost to SABIC
• Supervise Logistics safety in Off-site logistics sites of external Container Yards, Terminal, and Transportation safety in/out Fujian.
• Manage & report Vendor performances, conduct vendor performances review to ensure a reliable and up-to-standard service at optimized cost and oversee completion of logistics billing.
• Responsible for maintaining generic market information and specific segment information to support Logistics cost optimization.
KEY ACCOUNTABILITIES
EHSS Management & Trade Compliance Operation
• Lead and supervise Logistics EHSS and SHEM requirement for site Logistics and service provider EHSS management.
• Manage Supply chain EHSS regulatory requirement in Site logistics Operation and stabilize operation by analyzing
risk assessment for precarious factors.
• Supervise and encourage logistics operation team to comply with the safety requirements regulatory and Internal requirement
• Set up SOP (Standard Operation Procedure) for logistics fields operators and Supervise Logistics field safety
• Facilitate Trade compliance with international trade compliance team
• Participate in physical stock take in assigned hub and warehouses
Annual Business Plan
• Track and report changes in shipping and warehouse trade patterns, shipping capacities, ports efficiencies and capacities for designated facility in order to ensure smooth logistic service in the long run.
• Analyze transport and shipping within SBU's overall strategy and its implications for Logistics in assigned facilities and region
• Support Supervisor and Manager to review the current year’s logistics plan and previous year’s performances for setting targets, and capabilities required.
• Manage assigned site Logistics performance (Service and Cost) and monthly reporting Logistics Capacity Planning & Transportation • Communicate outbound Logistics plans to all relevant parties in order to ensure timely shipments and customer satisfaction within optimized costs at agreed service levels.
• Reporting to Manager regarding any deviation in business plan and objectives with focus on assigned region’s facility throughput and capability.
• Validation of vendor's Invoices as per agreed Contract, Submission for PO & SES creation for payment processing.
• To track, monitor and follow up the goods movement and documents required for replenishment orders into assigned region in accordance with facility capability, customs regulations & EHSS standards.
Warehouse Inventory management and stocktaking
• Monitoring inventory movement, reconciliation & accuracy and ensuring required documentation are fully comply with the local regulation.

Cross Functional Collaboration
• Lead discussions with internal Planning team, Customer Service team, Sales team, and other functions to effectively resolve logistics issues and optimize logistics costs at agreed service levels
• Advise, challenge and support SCM department and internal stakeholders on operational issues and improvement opportunities
Supplier Performance Coordination & Continuous Improvement
• Manage KPI targets- Custom Clearance, Delivery of shipment within Defined time, Logistics costs, and service standards, EHSS Issues & Closure.
• Monthly Cost analysis, report preparation and implementing cost control measures. Accurate Provision / accrual submission to finance at Month end.
• Manage and monitor the performance of the network of logistics service providers, 3PLs, carriers and vendors, through KPIs and periodic performance evaluations/reviews, with the end objective of driving improvements in performance.
• Evaluation of new services and contracts, seek feedback, coordinate resolution of issues, and maintain KPIs while supporting Supervisor/Manager, in order to ensure continued services at optimized cost and agreed service level within the region.
• Develop, implement, and execute relevant Policies and Procedures in assigned facilities in order to ensure service level and delivery of logistics target
SC Reporting and Digital Transformation Agenda
• Generate, prepares, analyze and consolidate monthly, quarterly management performance reports for assigned facilities.
• Conducts, review and manages monthly KPI performance with vendors and coordinate resolution of any operational concerns that may arises from our internal and external customers with vendors
• To perform other assigned projects within the supply chain’s continuous improvement program when required.
• Develop and lead Total Cost Out (TCO) project to assigned site and induce the participation of necessary stakeholders.
• Initiate & lead the digital transformation project
MINIMUM EDUCATION/EXPERIENCE REQUIREMENTS
• Bachelor’s Degree from an accredited university in Operations Management or Supply Chain Management or Logistics or Business Administrative
• >6 years, preferably in Shipping & Logistics Operations, Warehousing Management, understanding of logistics, prior experiences with SABIC or in petrochemicals industry preferred.
