JOB PURPOSE

• Responsible to design and implement business processes that ensure international trade compliance, security, SHERQ compliance across regional supply chain. Conduct pro-active health check/audit in the area of trade compliance across regions to identify areas of trade compliance risks, develop compliant processes and systems for the fulfillment of domestic, intercompany, and import/export orders, to ensure the processes are aligned to the strategy, meet customers’ expectation and are fully compliant to national and international legislations.

• Manage and continuously improve Supply Chain Trade Compliance, Security & SHERQ within end-to-end supply chain processes in Greater China. Lead to report & execute Trade Compliance, susCHAINability, EHSS/SHEM policy towards applicable internal and external stakeholders across various transportation mode, storage facilities, logistics service providers, etc. A member of the SHERQ Compliance team under the leadership of the Global SHERQ manager owns the Supply Chain SHERQ process.

 

Job Responsibilities

1.Trade Compliances:

Institute, governance and maintain operational processes & controls and relevant systems around import and export activities, including import/export controls, restricted business partners and countries’ screening, license management, ICCN and ECCN Classification, HS-code classification, bonded goods and all deemed import/export compliance, import/export documentation and etc., to ensure corrective action and import/export processes are in place to comply with regulations in Greater China.

Provide strategic leadership to reinforce compliance processes and continuously strengthen supply chain team expertise in international and local trade regulations.

Monitor developments in international and local regulations and respond to them in timely manner.

Actively coordinate the closure of notices and audits from customs and other relevant departments.

 

2.Audit  (SC, EHSS and Trade Compliances) & Policy Development and Legislation:

Design and develop SC compliance audit process and measurements for Greater China region and collaborate with supply chain, finance, tax, legal and global trade compliance team.

Conduct proactive compliance internal assessment according to the established process and measurement in each region.

Governance SC and customs audit internally and externally according to the policy and measurement in each region.

Monitor national & international legislations and external developments in the field of transportation safety, internal trade, sanctions requirement and security, to ensure compliance across end-to-end SC processes.

 

3.Delivery, Consultancy and Challenge:

Develop and implement measurements that ensure strong compliance culture and develop alert mechanism to pro-actively identify and address potential red flags.

Actively work with tax, legal, finance, other related functions and cross SBU to improve compliance processes.

Provide support to SABIC Greater China SC management/Senior Management in the field of transport safety, compliance & security, with respect to the implementation and compliance of legislation to ensure the licenses to distribute, develop & introduce tools and programs to improve transport safety, security in order to ensure compliance in the entire Supply Chain.

 

4.SHERQ Plan Development and SHERQ Monitoring:

Implement the Area specific items of the Global Supply Chain Annual SHERQ plan.

Monitor SHERQ performance of Supply chain contractors per agreed schemes and requirements.

Performing transportation risk assessment of Global SHERQ manager and or EHSS.

Involve/take lead in incident investigation of carriers, initiate, define and implement (short-term & long-term) improvement actions, develop and implement best practices to support effective transport safety management within supply chain logistics in order to minimize business risks associated with transport.

 

5.Continuous Improvement of SC Quality in SC SHERQ, SC Compliance and Security:

Execute SC Compliance, Security & SHERQ analysis with inclusive site inspection.

Initiate, define and implement Short-term & long-term SC SHERQ, SC Compliance and Security actions in coordination with Global SHERQ, Government Relations and International Trade Council.

Conduct supply chain procedure audit system in order to monitor SHERQ compliance, SC Compliance and SC Security.

Responsible for SC Security & compliance qualification as per country specific requirement (e.g. SQAS/AEO/susCHAINability,etc)

 

MINIMUM EDUCATION/EXPERIENCE REQUIREMENTS

• Degree, preferably Logistics Management or Safety Engineering.

• Additional certificate in chemicals transportation related survey, vetting or inspection will be preferred

• ~5 years professional experience working in EHSS related positions with 2+ years Supply Chain experience.

• Experience in SHERQ management systems, logistics market knowledge and knowledge of the business processes order to cash, material handling and warehouse management.

• Past experiences in Logistics Service Provider Qualification, SC Security (AEO, CTPATs, STP, etc) and internal trade compliances.
