Job Summary

This role leads the proactive engagement with tax policy makers to advance SABIC's priorities. This role also leads and manages the overall zakat and tax planning, optimization of SABIC growth, M&A and strategic projects, as well as managing and developing people in the Global Tax Planning and Projects team.

 

Job Purpose & Responsibilities

 

Tax Policy

Tracking, reviewing and analyzing (draft) Tax legislation and policies. Identify potential tax changes on the horizon at the global level, help to anticipate these changes in the countries where SABIC operates, assess the effects of anticipated changes, communicate with internal and external stakeholders about the potential implications, and proactively engage with tax policy makers throughout the process to advance SABIC's priorities. This role should lead the discussion and negotiation at the highest levels with government officials in key countries for SABIC as well as officials from EU, OECD, and UN and also senior internal stakeholders in SABIC, strategic shareholders, and external stakeholders, such as senior officers in Minister of Energy and ZATCA etc on the major tax/fiscal policies and developments. 

 

 

Projects and Planning  

Leads and manages the overall zakat and tax planning, optimization and implementation of SABIC's growth, M&A and strategic projects.  Leads and manages the Global Tax Function engagement with growth/ project leadership team, M&A, JVAs, SBUs, corporate functions, deal parties and other external stakeholders including relevant government authorities. Stakeholder engagement includes at VPs and GMs level. Provides direction to Central Project Leadership teams and ensures timely communication of growth project risks and opportunities for business decision making during the entire project life cycle from opportunity development to implementation. Provides leadership and direction to the Global Tax teams and Central Project teams to create and deliver value in growth & strategic projects. Lead the progressive development of Project & Planning Framework and Strategy, including the Policy, Governance Model, Control Framework, Standard Processes, Risk and Performance Analysis.

 

People Management

Develop people in the Global Tax Planning & Projects Team to ensure the team continues to build the required capabilities, knowledge and values to achieve business and personal success.

 

Minimum Education/Experience Requirements:

  • Master in Tax Law or Economics, or equivalent degree in an area of study relevant to the role;
  • Professional qualification such as Tax Practitioner's Certificate, CPA, Law or ACCA
  • 20+ years of Tax Policy experience in major countries and global fiscal/tax regulatory developments
  • In-depth experience in international taxation in OECD, EU, UN or similar international organisation or national administration or a leading multinational company experience preferred.
  • In-depth understanding of the international tax policy environment
  • Strong understanding of the decision-making process at the EU, OECD and UN as well as legislative and regulatory making processes in key markets and the global geopolitical environment
  • Experience in leading / managing growth, M&A and strategic / complex projects
