Process Safety EHSS Engineer ( Sr. / Lead ):

Department

Site Geleen

The Site Geleen encompasses 7 plants, including 2 naphtha crackers, logistical areas, polypropylene units and polyethylene units. The naphtha crackers produce, amongst others, ethylene and propylene, which is primarily fed into the Geleen-based poly-olefins plants. On Site Geleen, the operational units hold the responsibility for operating their plants within the License-to-Operate requirements to deliver on their business budget goals. The Maintenance Department holds the responsibility for the field planning, scheduling and execution of the maintenance activities in the plant. The Technical Department holds the responsibility to drive performance improvements of the production and maintenance processes.

 

EHSS Department

The EHSS department challenges and provides guidance for all Site departments in respecting the responsible care principles to enable an industry wide recognized EHSS-climate to protect our people, our assets and our products.  The EHSS department consists of different teams, i.e. Process Safety Assurance, Occupational Safety,   Environmental Safety and Permitting & Compliance and Operations Management Systems. We are looking for an enthusiastic Process Safety Engineer. The new colleague will be challenged to contribute to a sustainable and recognized process safety performance on the Site Geleen.

Job purpose and Responsibilities

Provide functional leadership for delivery of SABIC EHSS policies, management systems and improvement programs for Process Safety

Contact with Government Regulator for Major Accident Hazard (Seveso, Onderzoeksraad voor Veiligheid) and associated Legislation ensuring compliance with all regulatory requirements (Fire Brigade, I-SZW, RUD-ZL).

Assure the effectiveness of OMS risk management processes and addressing the risk control measures, e.g. Process Hazard Analysis, Emergency Response, Crisis Management).

Assure the professional people competence and policy preparation for process safety related topics under BRZO (personnel, risk identification, controlling the execution, MOC, emergency response, supervision of performance and auditing/Management Review).

Contributions of the Process Safety Engineer

Advice and challenge management with respect to the implementation of and the compliance with process safety requirements of the internal Operations Management System and external BRZO legislation.

Monitor inter-/national process safety standards (e.g. for ATEX, SEVESO, Machinery directive, SIL) and where needed initiate actions to comply to the latest norms.

Develop and facilitate the HAZOP & SIL Training for the Sabic plants on site.

Facilitate the identification and evaluation of chairmen for Process Safety Studies (HAZOP, ESA, SIL, PHR).

Provide subject matter expertise to assure quality of RCA and PHA.

Custodianship and administration of the risk assessment system (SAFER)

Coordinate and deliver periodic field inspections and operational audits for all process safety related topics.

Participate ad-hoc in incident investigations.

Lead process safety studies (HAZOP, ALARP, etc.) as study leader when required.

Assist with developing of novel solutions to address shortcomings/blind spots in safety systems.

 

Requirements

Technical degree in Chemical or Industrial Engineering, preferably combined with a Bachelor in Safety Sciences;

At least 8-10 years of professional experience, preferably in (petro-) chemicals/polymers industry or international process safety consultancy;

Knowledge of explosion safety, fire protection, thermal stability, HAZOP, mechanical integrity, functional safety, management systems, auditing, and process safety incident investigations, based on professional training and/or working experience;

Experience with relevant European Directives, e.g. Seveso, CLP, Pressure Equipment, ATEX and/or Machinery;

Ability to monitor effectively international developments and industry trends combined with strong quantitative and analytical skills;

You have a strong drive to achieve objectives and with excellent influencing skills you are able to build commitment on several levels in the organization;

Fluent in Dutch and English (speaking, reading, writing);

Frequently working on site, working from home is possible for 2 days a week.
